Project description

The overall objective of the project is to support the establishment of a green and low-carbon hydrogen ecosystem in Türkiye. The Contractor is expected to provide comprehensive support to help development of a Green and low-carbon Hydrogen Ecosystem in Türkiye and increased institutional capacity of relevant authorities, also by providing training and knowledge on hydrogen. The Contractor shall also provide specialised technical support and preparation of reports, studies and analysis. Among others, the Contractor is expected to assess the compatibility and availability of BOTAŞ infrastructure to accommodate hydrogen for storage as well as to prepare a Hydrogen Master Network Plan. The Contractor is also expected to support awareness raising activities as well as communication and visibility.

Job description

Responsible for overall coordination, strategic oversight, stakeholder engagement, and quality assurance of the technical assistance. The Team Leader ensures coherence across all outputs and leads dialogue with EU Delegation, government stakeholders, and multiple institutions.

Qualifications

  • Master’s degree or equivalent in Engineering or Energy (Energy Systems, Chemical, Mechanical, Economics or related field). An advanced degree specializing in renewable energy or hydrogen technology is preferred. PhD is considered an asset;
  • Language skills: Fluency in both oral and written English to a C1 level of proficiency based on the Common European Framework of Reference for Languages; additional language skills in Turkish are a strong asset;
  • Excellent written and oral communication skills.
General Professional Experience:
  • At least 10 years of professional experience in the energy sector, with a strong focus on hydrogen, renewable energy, gas infrastructure, or energy transition;
  • Proven experience of at least 5 years in managing large-scale international or EU-funded technical assistance or investment support projects;
  • Proven experience as Team Leader or Project Manager in multi-multidisciplinary projects with multiple stakeholders;
Specific Professional Experience:
  • Experience with hydrogen and gas infrastructure development, technical or economic feasibility studies, or master planning in energy systems;
  • Familiarity with EU regulatory frameworks in relation to (renewable) gases;
  • Experience in coordinating policy and institutional development support, particularly related to hydrogen or green energy;
  • Experience in capacity-building and stakeholder engagement in an EU context is desirable;
  • Prior work experience in Turkey is considered an asset.
