Project description

As part of German support to the Jordanian water sector, GIZ is providing TA to improve the capacities in wastewater management. GIZ has translated the capacity development approach for the Strengthening Capacities for Wastewater Management (CWWM) project into three action fields, namely:

  1. Strengthening the Monitoring and Oversight Function of the Water Authority of Jordan (WAJ)
  2. Improvement of Wastewater Treatment Operations at Yarmouk Water Company (YWC)
  3. Qualification and Development of Professional Competencies of Personnel in the Jordanian Wastewater Sector
Against this background, GIZ seeks consulting services for the implementation of Action Field 2 – “Improvement of wastewater treatment operations at YWC”. Focus of the consultancy assignment will be to support the implementation of technical sustainable management (TSM) for wastewater treatment plants under responsibility of YWC.

Job description

Principal task of the long-term expert is to act as team leader. His/her task will include:

  • Responisbility for setting up the reorganisation and coordination plan
  • Preparation and coordination of any update of these plans
  • Design and coordination of the required capacity development measures for Jordanian personnel
  • Communication to the GIZ responsible officer
  • Design and implementation of the monitoring and reporting system
  • Preparation of the short-term assignments including their ToR
Based on professional background and experience, the team leader may also contribute to other tasks for this assignment.

Qualifications

  • Suitable professional education, including a university degree or equivalent in a subject related to public administration, business administration, and/or business development
  • A minimum of 10 years of relevant work experience in the reorganisation of public services as well as the design of supporting capacity building measures from long-term assignments, preferably in the water and/or wastewater sector
  • International experience from at least three countries. Countries must include one developed country (country with full recovery of operation and maintenance costs in the water sector; country where public service providers have no or limited financial constraints,apply high operational standards and technologies, and where continuous water supply is common) and one developing country (country with operational constraints in water supply). Experience from Jordan will be advantaged
  • Experience from Jordan will be an advantage
  • Experience from water and wastewater utilities will be an advantage
  • Language skills: Fluency in spoken and written English is required
