Project description
The project aims to recruit a Local Fund Agent (LFA) to provide independent oversight of Global Fund grants in Ivory Coast and Cabo Verde. It focuses on ensuring the effective implementation of programs targeting HIV, tuberculosis, malaria, and health systems strengthening.
The LFA is responsible for verifying financial management, program performance, and data quality across all stakeholders. The overall objective is to ensure transparency, accountability, and value for money in the use of Global Fund resources
Job description
The Team Leader leads the LFA team and is responsible for the overall quality, coordination, and delivery of services. The role includes managing technical, financial, and programmatic assessments and serving as the primary interface with stakeholders.
Key Responsibilities include but are not limited to:
- Integrate and analyze financial, programmatic, and health product data
- Ensure the accuracy, consistency, and reliability of findings
- Validate reports and deliverables
- Ensure compliance with Global Fund standards
- Lead stakeholder engagement
- Coordinate a multidisciplinary team
Qualifications
- Graduate degree (or professional certification such as ACCA, CPA, etc.) in Public Health, Finance/Accounting, Business/Public Administration, Social Sciences, or related fields
- Minimum 10 years of management experience, preferably in health, social, or financial sectors
- Experience in LFA (Local Fund Agent) and/or FA (Fiscal Agent) projects is required
- Based in Cabo Verde/Ivory Coast or in West and Central Africa
- Recent international experience is required
- Recent experience in Cabo Verde/Ivory Coast is highly desirable
- Strong project and team management skills in complex environments
- In-depth understanding of project implementation in developing countries
- Excellent interpersonal, communication, and analytical skills
- Proven ability to develop reports, presentations, and technical documents
- Strong competencies in leadership, diplomacy, and stakeholder management
- Proficiency in English and French are required
- Portuguese is highly desirable
