Project description
GFA Consulting Group, based in Hamburg, Germany, has a strong track record in providing Assurance Provider and Fiscal/Fiduciary Agent Services for international donors including Gavi, the Global Fund and MCC.
For the upcoming Gavi Assurance Provider and Technical Assistance period, GFA is seeking experienced Team Leaders to lead multidisciplinary country teams.
Job description
The Team Leader is responsible for the overall management, coordination and quality assurance of Assurance Provider services. The position combines technical oversight, stakeholder management and strategic advisory functions.
Key responsibilities include:
- Overall leadership and management of the Assurance Provider team (finance, procurement, programmatic experts)
- Primary counterpart to Gavi (PFM focal point), Ministry of Health, Ministry of Finance and other key stakeholders
- Oversight of compliance with Gavi Grant Management Requirements and national PFM regulations
- Quality assurance of all deliverables (financial reviews, reporting, capacity building outputs)
- Supervision of payment controls, budgeting, forecasting and financial reporting processes
- Strategic advisory to government counterparts on financial management, risk mitigation and sustainability
- Coordination of capacity-building activities and development of exit and transition strategies
- Representation of the Assurance Provider in high-level meetings with donors and partners
Qualifications
- Advanced degree in Finance, Accounting, Economics, Public Administration or related field.
- Minimum 8–10 years of professional experience in financial management or fiduciary roles, preferably in Africa or Asia
- Proven leadership experience managing complex, multi-disciplinary teams
- Strong experience with Gavi, Global Fund, MCC or comparable donor-funded programs
- Solid understanding of public financial management systems in fragile and low-income contexts
- Excellent communication and stakeholder management skills
- Fluency in English; French and/or Portuguese are required
- Willingness to work in challenging environments
