Project description

The Overall Objective of the action is to contribute to stronger political and technical relations between the European Union (EU) and the countries of the Cooperation Council for the Arab States of the Gulf (GCC) (Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the United Arab Emirates), at regional and bilateral levels. The Specific Objective of this action is to deepen engagement in the area of climate change and promote the uptake of green transition policies and technologies by the GCC countries. Special focus will be given to exchange of best practices in the sectors of de-carbonisation, green transition and climate change adaptation. The Action will underpin a substantive dialogue on the above topics; will develop customized policy and practice options to support green transition in the GCC Countries and will facilitate an enhanced cooperation on climate change including in the areas of research and business.

Job description

The proposed Team Leader will be responsible for the overall quality and timelines of the team's performance and its delivered outputs as well as the reporting and direct communication with the Contracting Authority (EU) and other relevant stakeholders. S/he is also in charge of directly implementing some of the activities related to green transition policies and technologies.
The Team Leader will work a majority (at least 80%) of her/his time in GCC countries. She/he is expected to travel extensively within the region and to the EU as relevant.
Some of the activities to achieve the objectives will be (inter alia): organisation of workshops, seminars, study tours, high-level conferences; provision of specialised technical assistance and policy analysis and advice; technical and organizational support to regional and bilateral dialogues and meetings; awareness raising activities. The activities may encompass all policy areas and sectors covered by the EU Green Deal.


  • At least a Master's Degree (university or equivalent institution or a recognised professional qualification) in Climate, Environment, Public Policy, International Relations or other relevant field;
  • At least 10 years of relevant professional experience in the fields of climate change, climate and energy policy and/or decarbonisation technologies, renewable energy R&D, and/or energy, climate, and adaptation policy analysis and recommendations;
  • Proven experience as team leader in at least one of the following fields: green transition and/ or de-carbonisation policies and/ or Paris Agreement implementation and/or climate change mitigation and/ or energy policies/ adaptation policies and/ or renewable energy R&D and/or commercialisation and policies;
  • At least 5 years proven experience in implementing projects or programmes in the GCC region;
  • Professional in both written and spoken English; knowledge of Arabic would be an asset;
  • Previous experience working as a Team Leader of EU-funded projects and knowledge of and experience with EU climate diplomacy would be an asset;
  • Initiative, tact, and proven ability to maintain harmonious working relationships in a multicultural setting with good leadership and team spirit.
