The project aims to substantially decrease water shortages, increase reliability of water supply and timely delivery, which allow for a significant shift of cropping patterns towards higher added value crops and, ultimately, to the growth of the agricultural GDP and thus achieve financially sustainable and cost recovery irrigated agriculture.
GFA Consulting Group GmbH has recently been shortlisted for the services of an Accompanying Measures Consultant, which shall be provided in parallel to the services of an Implementation Consultant, responsible for quality assurance, detailed design and construction supervision.

The Accompanying Measures are divided into following major fields of activities:

  • Assessment and GAP analysis of capacity of stakeholders and institutions including an assessment of the legal aspects of river basin management in Armenia.
  • Support to farmers enabling them to make best use of the improved irrigation system with timely availability of irrigation water in most of the irrigable area and modern irrigation techniques and inform on production technologies for High Value Agriculture Products (HVA).
  • Study of the Akhuryan Water Basin management plan, field investigations, development of recommendations on possible necessary revisions and elaboration. Support the River Basin Management Organisation (RMBO) in improving its functions based on capacity assessment under the first activity mentioned above.
  • Awareness raising campaign among stakeholders.
  • Support to the Armenian Territorial Development Fund in implementing the project according to international environmental and social safeguards.
  • Capacity Building for organisations active in the water resources management and consideration of the findings in future aspects of the services, including the planning of the trainings

Job description

The proposed Team Leader for Organisational Development with River Basin Management expertise will facilitate a smooth and timely implementation of the programme, leading a team of 5 Key Experts and mobilizing required expertise from a pool of International and National non-Key Experts. The Team Leader will be responsible for overall project management and the coordination with the Project Executing Agency (PEA), partners and other donors. He/she will be responsible for reporting to the PEA. supporting the staff to work assure the required quality and timeliness of their deliverables.

Main Tasks required for the position:

  • Proven management skills to execute project tasks and activities in close collaboration with the team of key and non-key experts.
  • Strong capacities in strategy and action plan development for the involved state agencies and other relevant stakeholders.
  • Assessment and preparation skills for training modules.
  • Financial and budgeting management.
  • Quality and timing assurance.
  • Good report writing skills.
  • Strong ability to engage and interact with various stakeholders.
  • Conduct analysis of the current situation and performance of various state agencies in Armenia involved in water management and river basin management


  • Minimum 15 years of general professional experience
  • At least a Master’s Degree in water resources management or related field (where a degree has been awarded on completion of a minimum of four (4) years study in a university)
  • Proficiency in written and spoken English; Russian is an asset
  • Experience in managing multi-disciplinary teams
  • Strong communication and mediation skills.
  • Specific professional experience:
  • Preferably 5 years as team leader or project manager in projects financed by international donor organisations, experience with KfW procedures is an asset
  • At least 10 years in the field of capacity development in water resources management or river basin management including institutional analysis and institutional capacity building in the water sector
  • At least 5 years’ experience in organisational development preferably in the water sector
  • At least 5 years of experience in coordinating inter-organisational work between different authorities and NGOs, preferably in the water sector.
  • At least 5 years of professional experience in countries of Central Asia/ East Europe.
