Project description
The MENA Energy and Clean Tech Facility will aim to strengthen the technical capacity of partner countries in the MENA region to design and implement policies and regulations that encourage private sector investments in renewable energy, energy efficiency and clean tech. The support of the MENA Energy and Clean Tech Facility is expected to consist of:
1) specific technical support in areas identified jointly with partner countries through policy dialogue,
2) triangular Cooperation such as the organisation of study tours or technical assistance exchanges to facilitate technical knowledge or policy transfer between countries,
3) support dialogue through the organisation of conferences, seminars and workshops to exchange experiences and approaches and
4) support EU development cooperation projects through short-term demand-driven interventions.
Job description
Indicative responsibilities of the Team Leader:
Overall management, work planning, stakeholder strategy, interface with DG MENA/Commission, coordination with MEDREG, MED-TSO, OMEC, UfM and IFIs; quality assurance, approval of diagnostics, roadmaps, business tools and matchmaking outputs, risk management, visibility of results.
Qualifications
Qualifications and skills:
- At least a Master‘s degree in energy policy, economics, engineering, public policy, international relations or similar;
- English language skills of at least C1 level (in accordance with CEFR) required; French of at least level B2;
- A good command of Arabic is considered an advantage;
- Strong drafting, presentation, stakeholder engagement, and team leadership skills.
General professional experience:
- At least 15 years of general professional experience in managing complex technical assistance, advisory, or policy-support assignments in the energy / clean energy / investment environment;
- Demonstrated experience in leading multi-stakeholder and multi-country assignments would be highly relevant.
Specific professional experience:
- At least 10 years of experience implementing EU-funded or IFI-funded regional policy/investment TA programmes;
- Experience in supporting policy, regulatory, or institutional frameworks relevant to renewable energy, energy efficiency, or clean tech investment;
- Experience managing regional dialogue, technical exchanges, study tours, workshops or similar stakeholder processes;
- Experience in the Mediterranean, MENA, or comparable multi-country regional cooperation contexts would be highly relevant.
- Experience in engaging with public authorities, regulators, private sector actors, and international partners would be highly relevant.
