Project description

The overall program goal being the improvement of the employment situation of young adults in Egypt, the module objective of the TCTI project is the following:
 
The systemic framework conditions for dual vocational education and training have been improved in accordance with the reform strategy Technical Education 2.0 of the Egyptian Ministry of Education and Technical Training.
 
The core point will be the establishment of two Centres of Competence (CoC) in the sectors of Tourism/Hospitality and Agribusiness. The contractor will be responsible for the following work packages (WP):
 
WP 1: CoC governance structures are set up and tailored to sectoral needs
WP 2: TVETA master trainers and CoC personnel are capacitated
WP 3: CoCs are equipped and prepared for training implementation
WP 4: A concept for CoC network schools is developed and implemented

Job description

  • Overall responsibility for the advisory packages of the contractor (WP 1-4)
  • Quality assurance of all documents, services and outputs within the scope of this consultancy
  • Ensuring the coherence and complementarity of the contractor’s services with other services delivered by the project at local and national level
  • Taking cross-cutting themes into consideration (e.g., gender equality)
  • Staff management, in particular identifying the need for short-term assignments within the available budget, planning and managing the assignments and supporting local and international experts
  • Ensuring that monitoring procedures are carried out
  • Regular reporting in accordance with deadlines and agreed upon formats
  • Responsibility for checking the use of funds and financial planning in consultation with the officer responsible for the commission at GIZ
  • In close cooperation with GIZ, providing overall strategic guidance to the staff and short-term experts in the implementation the work packages
  • Supporting the officer responsible for the commission in updating and/or adapting the project strategy, in evaluations and in preparing a follow-on phase

Qualifications

  • Education/training: University master’s degree in business management/business administration, economics, public administration or change management
  • Languages: Knowledge of English (C1) in the Common European Framework of Reference for Languages
  • General professional experience: 10 years of professional experience in project management
  • Specific professional experience: 8 years experience in managing projects in the education, TVET, employment or private sector development field
  • Leadership/management experience: 10 years of management/leadership experience as project team leader or manager in a company
  • Regional experience: 3 years in Egypt
  • Development cooperation (DC) experience: 10 years of experience working on DC projects
  • Other: 3 years of experience in financial management
