Project description

The objective of the programme is as follows: the Senegalese labour market has a skilled workforce focused on employment in the development and use of renewable energy and energy efficiency.  
In order to achieve this objective, the programme strategy builds on the results of the previous project (PESEREE I), which aimed to improve the practical and job-oriented orientation of selected study courses and further training in the field of RE/EE. The follow-up action (PESEREE II) aims, on the one hand, to make these results sustainable and lasting and, on the other hand, to make a greater contribution to improving the supply of employment-oriented training. This will be achieved through quality assurance and capacity building activities and by mainstreaming the RE/EE theme and its relevance to the specialized areas of other sectors. PESEREE II is working in three components:

·Broadening the offer of Renewable Energy/Energy Efficiency training in ISEPs (Institut Supérieur d’Enseignement Professionnel)

·Strengthening the capacities of the Inter-University Master's Degree in Renewable Energy (MIER) network for the implementation of their training program

·Anchoring measures to strengthen entrepreneurial skills in partner institutions

Job description

• Overall responsibility for the advisory package of the contractor
• Ensuring the coherence and complementary of the services of the contractor with
other services delivered by the programme
• Strategy, implementation, monitoring and evaluation of capacity development
measures for local partners in the areas of applied research, innovation and
technology transfer in the field of RE/EE
• Consideration of cross-cutting themes (e.g. gender equality)
• Personnel management, in particular identifying the need for short-term assignments
within the available budget, as well as planning and steering assignments and
supporting local and international short-term experts
• Ensuring results monitoring is conducted; Regular reporting in accordance with
• Responsibility for controlling the use of funds and financial planning in consultation
with GIZ’s officer responsible for the commission
• Develop a concept to strengthen technology transfer of partner universities incl. a
feasibility study to establish further innovation and transfer centers
• Develop a training concept for management staff of universities on the topic of
innovation and technology transfer
• Identify relevant research institutions and companies in Germany and contribute to
the programme of the learning visit of Senegalese researchers and practitioners


• University qualification (PhD) in energy efficiency, renewable energy or related field
• Language skills Level C1 of the Common European Framework of Reference for Languages (CEFR) in English and French
• 10 years of professional experience in higher education and development research and/or technology and innovation.
• 5 years in applied research, technology transfer and innovation in EE/RE
• 5 years of management/leadership experience as project team leader or manager in a research institution
• 5 years of experience in projects in Africa (region)
• 5 years of experience in Development Cooperation projects
• 3 years of experience in organizational development in the higher education sector
