Cambodia is taking decisive steps to address complex health threats at the human-animal-environment interface through a strengthened One Health (OH) approach. Recognizing the interconnectedness of health systems, the Royal Government of Cambodia has initiated a collaborative framework involving the Ministry of Health (MOH), Ministry of Agriculture, Forestry and Fisheries (MAFF), and Ministry of Environment (MOE).
A new Interministerial Coordination Committee for One Health (IMCC-OH) and its supporting Secretariat (IMCC-S) have been established to facilitate cross-sectoral planning, coordination, and implementation of OH-related activities.
The OH4CAM Project will aim to build a sustainable and integrated One Health (OH) framework in Cambodia to address antimicrobial resistance (AMR), zoonotic diseases (ZDs), and emerging infectious diseases (EIDs). Using AMR as a core use-case, the project will promote coordination, communication, and synergies with other OH efforts.
The five-year project will start in the third quarter of 2025 and is built around four strategic objectives:
- Establish legal frameworks, governance, and financing for multisectoral OH collaboration.
- Empower national and local authorities with strong data systems and digital platforms.
- Improve integrated surveillance and laboratory systems to detect and track AMR, ZDs, and EIDs.
- Promote awareness, partnerships, and effective OH implementation through outreach programs.
Job description
The Project Director will lead and manage the implementation of the One Health 4 Cambodia project, coordinating all stakeholders, overseeing procurement, supervising IT and infrastructure development, guiding legislative and institutional reforms, ensuring compliance with donor requirements, and ensuring successful delivery of project outcomes across human, animal, and environmental health sectors.
S/he will work in Cambodia for at least 80% during the first 3 years.
Qualifications
Minimum Requirements
- At least Master's degree in relevant discipline
- At least 12 years general work experience in the health sector
- At least 10 years relevant international experience in global health and One Health projects
- Experience managing IFI-funded projects
- Relevant experience in Southeast Asia
- Experience as Team Leader or Senior Expert in IFI-funded public health projects involving development and installation of IT systems and data platforms
- Knowledge of Procurement for IFI-funded projects
- Disbursement management for IFI-funded projects
- Relevant work experience in Cambodia
