Capacity development in care pathways for non-communicable diseases in primary health care
The aim of the "Capacity Development in Care Pathways for Non-Communicable Diseases in Primary Health Care in Libya" project was to introduce cascading care pathways for NCDs at the primary health care level in Libya. A care pathway aimed to improve the quality of care across the continuum by improving risk-adjusted patient outcomes (effectiveness), promoting patient safety, increasing patient satisfaction, and optimizing the use of resources (efficiency). Characteristics of care pathways also include facilitating communication among team members, with patients and families, and defining roles and sequences of activities. Care pathways, including the curriculum, have already been endorsed by the Ministry of Health (MoH) and are recommended by the WHO in Libya.
The goal of the project was to train up to 50 general practitioners (GPs) in NCD care pathways (in-service training) and to become trainers of trainers (ToTs). Each of the 50 GPs then shared their knowledge through a training-of-trainers approach. The M&E framework tracked the results of the training, including the number of staff trained. A total of 64 health workers were trained at the primary health center level.
A didactic approach and training plan were developed by reviewing existing protocols and training content. The training modules were uploaded to the BMZ e-learning platform "atingi". Once the training materials were available, the structure of the training modules and the time frame for each session were discussed, as well as the objectives per module and session, the tools to be used, the materials to be prepared, and the assignment of responsibilities and deadlines for preparation.
