Central project evaluation - Eastern Partnership Regional Fund for Public Administration Reform
The project "Eastern Partnership Regional Fund for Public Administration Reform", commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by GIZ between 2021 and 2024, supported the transformation and reform processes of public administration in Eastern Partnership (EaP) countries. Implemented within the framework of the EUs Eastern Partnership policy and aligned with BMZ’s strategic priorities on good governance and digitalisation, the project promotes regional co-operation and peer learning across five EaP countries. It contributed to the broader objectives of accountable institutions, resilient digital transformation, and inclusive public services. Anchored in EU and BMZ policy frameworks - including the “Eastern Partnership Policy Beyond 2020” and the “Development Policy 2030” strategy - the Fund fostered administrative alignment with EU standards, capacity building, and enhanced state-citizen interaction.
The central project evaluation was based on the OECD-DAC criteria of relevance, coherence, effectiveness, impact, efficiency and sustainability, it was theory based and a mixed methods approach was applied. It assessed the Fund’s contributions across five thematic areas:
- Strengthening parliamentary administrations,
- advancing professional civil service,
- modernising public service delivery,
- promoting e-governance and digitalisation, and
- operationalising the EaP Governance Progress Board, a data driven tool to measure progress in good governance.
