Contract templates for EPC and ESC for five Western Balkan Countries
The Western Balkans Investment Framework (WBIF) for REEP supported energy efficiency in countries signatories to the Energy Community Treaty in the Western Balkans with a particular focus on the public sector. The EBRD’s policy dialogue intended to support the development of an enabling environment for sustainable energy financing. In light of this, the project supported the legislature in the former Yugoslav Republic of Macedonia (fYRoM), Albania, Kosovo, Montenegro, Bosnia and Herzegovina. In the framework of a former project in Serbia, GFA Consulting Group prepared an Energy Service Contract (ESC) template.
Against this background, GFA reviewed this contract template with the aim to adapt it to the needs of each of the Western Balkan Countries by preparing Energy Supply Contracting (ESC) and Energy Performance Contracting (EnPC) contract templates, in the review of legislatures and the adoption of the ESC and EnPC contract templates and in the clarification of legal questions arising during the procurement process of EnPC and ESC projects.
