Decentralization as a contribution to good governance
GFA supported the implementation of decentralization at the sub-national level in the provinces Central Java and East Kalimantan within the scope of the GIZ program “Decentralization as contribution to Good Governance” in Indonesia.
The project aimed at capacitating local authorities to fulfill principles of good governance by implementing administrative and financial standards for decentralized public service delivery according to demands. The project covered two components: Advice to the national decentralization strategy, including bureaucracy reforms, and advice to the fiscal decentralization law.
The improved coherence of regulatory basic conditions and instruments were expected to serve as basis for improved public service delivery of local authorities. As a follow up of the advice provided to the national decentralization approach and of the formalization of public service, administrative and financial standards, GFA implemented specific measures in the provinces of Central Java and East Kalimantan. The combination of political, technical, methodical and process advice at the different administrative levels (national, province, district/municipality) allowed the development of new and coherent approaches and instruments of the government to be tested and eventually disseminated nation-wide.
