Fiscal Agent Services, phase 3
The Fiscal Agent (FA - TGF) / Assurance Provider (AP - GAVI) provides a wide range of financial management services to clients in the implementation of activities funded by the Global Fund and GAVI. The FA works with clients to ensure that all requests to commit funds and/or make payments as part of grant implementation are properly executed. In this capacity, the FA diligently supervises, discharges and provides all services necessary to ensure that all financial management activities are carried out in strict compliance with the policies, rules and procedures established by the Global Fund and the local government. The clients work in all provinces (DPS) and sub-recipients, which are national and international NGOs. The FA oversees activities in Kinshasa at the PR level (CAGF) and in the DPS "Provincial Health District", including a full-time presence in 14 provinces throughout the country.
The third phase of the project differs from the second phase, which was also implemented by GFA. In particular, GAVIs role and mandate has evolved, with the official title now being Assurance Provider. The GFA is now more involved in programmatic aspects, taking on responsibility for monitoring and planning vaccine distribution campaigns, with the recruitment of a "Campaign Compliance Specialist" in the field. For the Global Fund, the role remains similar, but some responsibilities are now limited, such as involvement in the preparation of PR audits, the development of a procedures manual, and capacity building, which now focuses on day-to-day coaching. This third phase is therefore characterised by a divergence of approach between donors and a shift towards more individualised service provision.
