Fiscal Agent Services for the Global Fund/GAVI
GFA’s activities as Fiscal Agent (FA) in the Democratic Republic of the Congo (DRC) covered numerous financial management services provided to the Ministry of Health (MoH) through the Cellule d’Appui et de Gestion Financiere (CAGF). Amongst others, these included the oversight and the compliance assurance of the grant implementation. In this role, the FA’s work aimed at mitigating the risk for fraud or misuse of grant funds and the minimizing of ineligible expenditures. It ensured to meet all the donors financial management requirements and used grants funds in accordance with the related Grant Agreements. Thereby, a special focus layed on the capacity building of the grants’ Principal Recipient (PR), the CAGF. A particular highlight of this project was the introduction of a range of digital reporting and archiving tools, which further improved the quality of the PR’s work. In total, FA’s oversight covered the CAGF and its sub-recipients: 16 hands-on provincial health zones (DPS) in which the Fiscal Agent had a full-time representative, 10 quarterly DPS as well as five Public Health National Programs (HIV, Malaria, Tuberculosis, Health System Strengthening and Immunization campaigns).
