Framework Agreement for Consulting Services in Fragile Contexts
“KfW 2020/0043: Framework Agreement (FWA) for Consulting Services in Fragile Contexts” follows the political priority of the German Federal Ministry of Economic Cooperation and Development (BMZ) focusing on consistently preventive actions of the development cooperation to peacebuilding in 29 fragile countries aiming to achieve the Agenda 2030 development goals. KfW elaborated the new instrument of the FWA to enable the swift and targeted allocation of funds for the tendering of certain consulting services related to the preparation and early implementation of projects in fragile contexts. Indeed, the development of programs and projects in a fragile context requires a consistent formulation of objectives and goals of intervention able to respond specific challenges at stake through an adaptation and streamline of the identification, preparation, implementation, monitoring and evaluation of development measures. In order to provide these services, the GFA led consortium relies on highly specialized experts along with a broad network of global, regional and national partners who combine to ensure local and logistical support during the implementation of the specific assignments.
