Mid-term evaluation of integrated nutrition project
Subject of the mid-term evaluation (MTE) were two EU-funded programs under the 10th EDF: (1) Integrated Nutrition Project, implemented by UNICEF and (2) Mother and Child Targeted Food Supplementation Program, implemented by WFP.
The MTE provided decision-makers in the Government of Timor-Leste, relevant external co-operation services of the European Commission, implementing partners (UNICEF and WFP), and the wider public with sufficient information to:
1. Make an independent and comprehensive assessment of performance and achievements of the programs and their specific components, paying particularly attention to the overall objective as well as project purpose, planned action, expected outputs, and possible results
2. Identify key lessons learnt and propose practical recommendations for follow-up of the ongoing actions (UNICEF and WFP) financed under the 10th EDF
3. Suggest possible ways forward for the most appropriate utilization of EDF 11 nutrition allocated funds (10 million €), both as implementation modalities and technical solutions
The mission organized and facilitated all activities outlined in the agreed MTE program, visited the projects and held discussions with project management, major beneficiaries and counterpart organisations to gauge the relevance, efficiency, effectiveness, impact and potential sustainability of the programs. It ensured adequate contact and consultation with and involvement of the different stakeholders, working closely with the relevant government authorities and agencies.
