This project was positioned within the framework of the Government of Eritrea’s overall education system reform, and was part of the Support to the Education Sector Programme funded by the EU. The objective of the project was to support the Ministry of Education in qualifying its managerial staff at headquarters and at regional level. To meet the time constraints of the participants, a blended learning approach was applied with self study, tutorials and contact sessions and assessment sessions under the supervision of the University of Kaiserslautern. A total of 171 participants were enrolled in the distance study program.

The project was completed in June 2011 with an outstanding rate of 149 participants having completing the study program. Participants earned credit points according to the European Credit Transfer System (ECTS), which allows for future learning pathways. The University of Kaiserslautern was responsible for the study material and the quality management of the study rollout. 

The project formed an important element of the Ministry of Education’s reform process to introduce principles of lifelong learning into the ongoing process of professional upgrading of educational managers.
