Qualifications and Employment Perspectives for Refugees and Host Communities in Ethiopia (QEP)
In order to implement TVET sector activities at regional as well as national levels, activities will be carried out to sensitize the Ministry of Labor and Skills (MoLS) and the Refugees and Returnees Service (RRS) on the Ethiopian TVET sector, the inclusion of refugees in TVET and the new Refugee Proclamation, as well as to support institutional anchoring and coordination capacity and clarify the roles of key stakeholders. A sequential approach will be used to target support for the implementation of the Refugee Proclamation at multiple levels (regional and local) in selected QEP implementation sites (Addis Ababa, Assosa, and Somali). This multi-level approach includes further sensitizing regional TVET stakeholders and ARRA on refugee inclusion in TVET and the new Refugee Proclamation, as well as further scaling approaches to inclusive TVET training and refugee-inclusive programs that build bridges to employment (such as the QEP Inclusive Employment Promotion Programme, IEPP initiative).
Strengthened capacity for sector-specific implementation of the new Refugee Proclamation at the federal, state, and local levels will expand and embed refugee inclusion in public employment training over the long term. Together with improved access to the labor market for refugees and host communities, their employment prospects will be enhanced.
