The Overall Objective of the program was “Assistance to the Reform of the TVET System”. This was expected to contribute to improving the competitiveness of Egyptian enterprises in the domestic and international market. The Specific Objective of the program was to support the development of human and institutional capacities for the formulation and implementation of a national TVET reform policy. GFA implemented a project in this program and established seven Enterprise-TVET-Partnerships (ETPs). The project delivered a comprehensive and diversified series of institutional and human capacity building activities to these pilot ETPs which were supposed to assist and contribute to the formulation and implementation of a national TVET reform policy.

The ETPs were estabished in the following sectors: Building and construction industries, civil building and construction, tourism, chemical industries, leather tanning and leather goods, and media, printing and related ICT technology. The ETPs function as centers of excellence between the industries and TVET providers. They contribute to a demand driven TVET approach.
