The overall objective ot the program "Regional Economic Development – RED" was to improve conditions for the dynamisation of the regional economy and to ensure the sustainable use of local resources in the program regions. The project aimed at improving conditions for the growth of SMEs in the project regions by supporting more effective regional administrations and by applying a systemic value chain approach. In addition, the development of needs-adapted offers for short-term vocational training and further training measures was supported. The most important project element was the establishment of private and market economic business structures and business development structures.

The program also had a training component - female entrepreneurship training: C³ training activities are part of the Regional Economic Development Program financed by GIZ. A main program objective is to enable local training service providers to offer demand-based skills development training to MSMEs. GFA implemented component three. Based on C³ training methodology and the C³ START manual, GFA prepared and implemented a training-of-trainers scheme in the western Aimags. The overall aim of these training activities was to enhance female entrepreneurship in the region, especially focusing on marketing aspects.
