Renewable Energy and Energy Efficiency for the public sector (REEEPublic)
This assignment is part of the technical cooperation project "Renewable Energy and Energy Efficiency in the Public Sector" (REEEPublic). The five outputs are mostly interlinked but follow different objectives. Output 1 shall draft the rules for implementing two instruments of the amended Renewable Energy Act (REA). Output 2 develops a national standard with the minimum requirements as well as the criteria for the classification of buildings into different EE classes. In addition, the regulations for licensing and energy performance certifications shall be drafted. Output 3 involves the drafting of a building sustainable energy action plan for the national initiative; via a holistic approach that promotes EE and RE in public institutions. A communication strategy with an institutionalized MRV system is developed alongside. A pilot project to retrofit eight buildings is implemented under output 4 that requires the conduction of energy audits, the drafting of an action plan for each building, preparation of tender documents, and the dissemination of all results. All capacity building activities fall under output 5 and are demand driven according to stakeholder needs. All activities are closely coordinated and implemented with the stakeholders in order to ensure the sustainability of the assignment outcomes.
