The "Special Initiative for Economic Stabilization and Youth Employment" is a mission for the Ministry of Technology, Communication and Digital Economy (MTCEN) for the upgrading of cyberparcs in Tunisia. It aims to improve the employment and income situation of young people in the interior regions. It consists of three fields of activity: 

1. promoting business start-ups in inland areas,

2. developing the range of advisory services for businesses following set-up, and

3. supporting the strategic plan (Digital Tunisia 2020) by strengthening cyberparcs in three regions to be chosen and strengthening young people’s skills in the regions (developer of mobile applications etc.).

Field no 3 was implemented by GFA. Concretely, the mission aimed to develop a global vision for cyberparcs in Tunisia as promoter of a digital economy in the region and at reinforcing the capacities of three cyberparcs as pilots according to the defined vision. The project purpose was to upgrade the three Cyber parks, to create an enabling environment for other cooperation projects and to prepare a scaling up by the MTCEN.
