Strategic evaluation of transformation partnerships with Jordan, Morocco and Tunisia
GFA carried out a strategic evaluation of the transformation partnerships with Arab countries, implemented by the Federal Foreign Offices since 2011. The evaluation focused on the core fields of promotion of the rule of law and promotion civil society as well as on the countries Tunisia, Morocco and Jordan. This strategic evaluation had a pilot character for the Foreign Office. It was carried out in the context of the longer-term objective of expanding the use of strategic evaluation as a steering instrument and improving institutional learning in the Federal Foreign Office. The evaluation did not only analyse current procedures and methods applied for setting strategic priorities in the Ministry, it also examined opportunities for improvement with regard to strategic steering and better linking monitoring, evaluation with project design and implementation.
