Technical Assistance for the Policy and Regulation Initiative for Digital Africa (PRIDA)
The Policy and Regulation Initiative for Digital Africa (PRIDA) aimed at fostering universally accessible and affordable broadband across the continent to unlock future benefits of internet-based services. The GFA team supported three specific objectives:
- to facilitate efficient and harmonized spectrum utilization,
- to harmonize measurable ICT/telecommunications policy, legal and regulatory frameworks, and
- to strengthen the ability of African stakeholders as far as active participation in the global internet governance debate is concerned.
More specifically, the GFA team implemented activities such as
- providing technical advisory services and mobilizing relevant non-key expertise to support project management at the Information Society Division (ISD), Department of Infrastructure and Energy (DIE) with the African Union Commission (AUC),
- supporting the DIE-ISD project management at AUC by developing an indicator system and assessing the degree of legal harmonization in member states regarding the use of data and market entry conditions,
- supporting ISD in its outreach to policy makers and planners towards the successful achievement of PRIDA output by elaborating, negotiating and validating digital transformation strategies for the health, agriculture and education sectors,
- commissioning and elaborating a digital platform with three modules, i.e. a repository of national policies and regulations, a harmonization tool, and continuous and ad-hoc training,
- elaborating a Moodle-based Internet Governance (IG) basic course, setting up a multilingual trainer pool and training experts in e-facilitation,
- elaborating an academic Moodle-based IG course in cooperation with the Pan African Virtual and E-University (PAVEU),
- supporting a national IG Forum in setting up the necessary multi-stakeholder advisory groups,
- supporting DIE-ISD at AUC to prepare annual African IG Fora in 2021 and 2022.
