Technical Assistance to the water supply and sanitation sector

The main objective of the technical assistance provided by the project was to support further decentralization and commercialization in the Albanian water sector through capacity development for water utilities.GFA facilitated the clustering of utilities into regional service providers and implemented a needs-based capacity development program for selected water utilities. The program was based on formal training courses, coaching and on-the-job training. GFA supported the central government in implementing the national master plan and improving the current legal set-up with respect to aggregation. Moreover, GFA developed a concept on how to institutionalize capacity development within the Albanian water sector.
