Technical assistance to the Ministry of Health and Social Protection
The project contributed to strengthening an integrated health care delivery system in Tajikistan. The political commitment to an accessible, efficient and qualitative health care and social protection system faced severe budget constraints. Therefore, both reform processes of integrated Primary Health Care (PHC) and comprehensive social service delivery advanced slowly in terms of better access to quality health and social services or lower share of out-of-pocket payments. The new PHC-centred health care model was in place, and the geographic coverage was growing, providing a solid foundation for deepening and expanding the integrated model. The Basic Benefit Package (BBP) was improved and expanded.
