RDDL is implemented by the Department of Investment and Planning (DPI) on behalf of the Pepople's Committee of Dak Lak Province (PPC) in cooperation with the German Agency for Development Cooperation (GTZ). GTZ provides techical assistance through a consortium of consultants led by GFA Counsulting Group.
PPC Dak Lak has put in place a Project Management Unit (PMU) in DPI headed by the Vice-Director of DPI. The PMU furthermore includes the Project Coordinator from DPI and the Chief Technical Advisor from the technical assistance (TA) team. The TA-team consists of two international advisors for decentralised development planning and natural resource management, four national experts who are responsible for the project training programme, for decentralised development planning, community forestry and upland farming, two junior experts and two community facilitators. Eight office support staff provide the required support for project implementation in terms of administration, logistics and interpretation.
In daily porject implementation the project team cooperates closely with sector specific working groups which have been established under the respective deaprtments, e.g. the Working Group on Decentralised Development Planning in DPI or the Forestry Consultative Working Group under DARD. In the two target districts, project management and implementation teams have been formed under the respective District People's Committees with members from the involved line sections and social organisations and from the People's Committees of the target communes.
