Tandem Structure As a bilateral German-Vietnamese cooperation project, the team consists to about 50 % of the staff seconded full-time from the Provincial People’s Committee and line departments of Quang Binh, and the other half deployed by the German side on the payroll of GFA-GTZ. This partnership (or tandem-) structure is reflected on all levels of organization.
In the Project Management Board, strategic decisions are taken jointly by the Project Director and the CTA, in a kind of co-management.
The core of each technical team consists of a responsible officer (from the Vietnamese side) who is supported in all aspects by a long-term technical expert (recruited by the German side). For specific short-term tasks, each of these “tandem” teams is supported by short-term consultants on the basis of specific Terms of Reference (ToR). External consultants may be recruited locally in Quang Binh, from other parts of Vietnam or from the wider region in South-East Asia.
A very limited budget is available for recruiting international consultants, which are therefore mainly employed in the work areas of Value Chain Promotion and Forestry.
All Technical Teams report to the officer responsible for Monitoring and Evaluation (M&E). Regular M&E Meetings on technical issues are held every 3 months together with the heads of the Provincial Consultative Groups on the project progress and corrective actions.
The administrative section consists of an office manager, accountants from both sides and an interpreter. Support staff includes drivers, a cleaner and a watchman.
Office Meetings on current affairs (with all project staff) are held and documented every Monday afternoon.
