Partners of the TC Component

Ministry of Construction

The national Project Management Unit (natPMU) under the Ministry of Construction (MoC) is the executing agency of the TC component. The natPMU is facilitating the implementation of the TC activities and is representing the concerns and policies of the Government of Vietnam (GoV). The PMU also provides guidance and advice on issues specific to Vietnamese regulations and procedures.

Bac Ninh Water Supply Sewerage and Drainage One Member Limited Liability Company (WSSD Co., Ltd.)

The Bac Ninh Water Supply and Sewerage Company (WSSC) is the local wastewater service provider, in charge of water supply and wastewater disposal in the city of Bac Ninh as well as for water supply for some communes and district towns of the Bac Ninh Province. Furthermore, the company offers commercial construction services.

The company was established in 1997 and has about 300 employees. It is currently in the process of equitization from a state owned into a private company.

Bac Ninh is the provincial capital located about 30 km north–east of Hanoi at the Cau River. Bac Ninh has, including suburbs and more rural districts, about 79,000 inhabitants. The city is situated in the Red River Delta, in the transition zone between the coastal plain in the east and the hilly area (20 – 60 m above sea level) in the northeast.

Although Bac Ninh City is developing into a center for administration and commerce, about 32% of the population is still working in the agricultural sector. Apart from agriculture, administration, small enterprises and handcraft are the traditional fields of income generation. Currently the importance and scale of industrial production is rising constantly with a focus on processing of agricultural and forestry products as well as manufacturing of machines and construction materials. Due to the growing industrialization, Bac Ninh is developing rapidly. Moreover, the city’s territory will double by 2007 (more than 50 km²), since 9 surrounding communes will be integrated into the city’s administration.

The KfW project area covers the city center, a total area of about 890 ha and a population of about 64,000.

Hai Duong Urban Public Works Management One Member Limited Liability Company (UPWM Co., Ltd.)

The Hai Duong Public Urban Works Management (UPWM) Company is a local service provider with about 250 employees and is, apart from being responsible for operation and maintenance of the wastewater facilities of Hai Duong City, also in charge of other services such as management of parks, trees and flowers, constructions, street lighting and funeral services.

The company was operating between 1984 and 2006 as a department of the Hai Duong City’s People’s Committee and was converted into a stated owned enterprise in 2007.

The provincial city of Hai Duong has about 133,000 inhabitants and is located at the Thai Binh and Sat Rivers, about 60 km east of Hanoi. In the past, Hai Duong’s economy consisted mainly of industrial production, civil services and agriculture. In the last few years, however, a number of big industrial zones were developed around the city, especially along the highway between the capital Hanoi and the seaport Hai Phong. Caused by the fast industrial development and the designation of new settlement areas, the population will rise significantly in the next few years.

The KfW project area comprises the city center (around 850 ha) and a total population of about 61,500 people.

Vinh City Infrastructure Management and Development Joint Stock Company (Vn-CIMDC)

The Vinh City Infrastructure Management and Development Company (Vn-CIMDC) is the local wastewater service provider and has approximately 140 employees. Apart from the management, maintenance and construction of the sewerage and drainage system, it is also responsible for other urban infrastructure such as electricity and the public lighting system, transportation including roads, bridges and traffic lights, and the management of state owned apartment buildings.

The company was established in 1993 as a state owned enterprise fully managed by Vinh City’s Peoples Committee. After a process of equitization, it started operating as a Joint Stock Company in 2005.

The provincial city of Vinh has a population of about 230,000 inhabitants and is the capital of the Nghe An Province, located at the confluence of the Lam and Dao Rivers in the north of central Vietnam. It is situated in the coastal delta at a distance of about 16 km from the sea and between 1.5 and 5.6 m above sea level. It is an important administration and industrial center with most of its population working in the administration and service sector, followed by construction/industrial production and agriculture.

The Can Tho Water Supply and Sewerage Company (WSSC) is a local service provider, founded in 1931, which is responsible for water supply and sewage disposal in the city of Can Tho. Around 75% of the total population of Can Tho is supplied with clean water from treated surface (river) water. An overaged sewerage system for the collection of storm and wastewater exists only partially, in 2 of the 8 districts of Can Tho. Almost 10% of the more than 500 employees of the company is working in the sewerage sector; the remaining personnel is employed in water supply or in partially privatized subsidiary companies.

Can Tho is located approximately 170 km southwest of Ho Chi Minh City and is the economic center of the Mekong Delta. The town center is situated in the Ninh Kieu District where the Can Tho River joins the Song Hau River, one of the 9 arms of the Mekong. Can Tho is located 1.5 to 2.5 m above sea level and is influenced by the tides, with a daily tidal rise of about 1.7 m.

The total population of all 8 districts, 4 of which show a very rural character, is at the moment approximately 1.2 million people, who can be roughly divided into 50% urban and 50% rural population. The inhabitants are employed in light industry, in trade and handcrafts, in administration and primarily in agriculture, fishery and food production. Due to the designation of new industrial areas and large new settlement areas, Can Tho is subjected to a very rapid and strong growth.

The KfW project area includes parts of the Ninh Kieu and Cai Rang Districts with an area of about 550 ha and a population of currently approximately 160.000 people.

Tra Vinh Water Supply and Drainage Company (WSDC)

The Tra Vinh Water Supply and Drainage Company (WSDC) is a local service provider, that was founded in 1985 and is responsible for water supply and wastewater disposal in the Tra Vinh Province. Around 85% of the population of the city of Tra Vinh and another 7 small towns within the province are supplied with clean drinking water, based on treated groundwater. Other areas are supplied from wells. An overaged sewerage system for the collection of storm and wastewater exists only partially in the city area of Tra Vinh. The company currently employs approximately 250 people.

The provincial city of Tra Vinh, with about 90,000 inhabitants, is located in the Mekong Delta, approximately 200 km southwest of Ho Chi Minh City. The Long Binh River flows along the city, which is strongly influenced by the tides, located at an altitude of 0.4 to 1.0 m above sea level. The province of Tra Vinh is divided into 8 districts, which, aside from parts of Tra Vinh City, present a rural character. The population is mainly working in agriculture and fishery, in merchandise as well as in small trade.

The KfW project area covers a substantial part of the urban areas in the city center of Tra Vinh.

Soc Trang Urban Public Works Company (UPWC)

The Soc Trang Urban Public Works Company (UPWC) is a local urban service provider, founded in 1997, and is responsible for solid waste disposal, operation and maintenance of the channel and drainage system, street cleaning and lighting, implementation of small construction works as well as maintenance of the municipal park and green areas. The personnel includes currently around 180 clerks and workers.

The provincial city of Soc Trang has more than 170,000 inhabitants and is located in the southern part of the Mekong Delta, around 60 km from Can Tho City. The Maspero Channel passes through the city and into the Hau Giang River, which leads into the South China Sea. The city of Soc Trang is located at an altitude of 2.0 to 2.5 m above sea level and is influenced by the tides, with a daily tidal rise of up to 2.5 m. Due to the positive development process of the last few years, the status of the city was upgraded by one level (from Thi xa to Thanh pho) in March 2007. Soc Trang Province is divided into 9 districts which all, except from Soc Trang City, show a rural character. The population is mainly working in agriculture, fishery and aquaculture, merchandise as well as small trade.

The KFW project area covers a substantial part of the urban city center of Soc Trang with a population of approximately 90,000 inhabitants.
