2nd Workshop on National Level in Podgorica, Montenegro

Second national two - day workshop took place on 16th and 17th September in Podgorica. First day was opened by director of the Real Estate Directorate Dragan Kovacevic (Montenegro) and INSPIRATION's key expert Ivica Skender (Croatia). Morning session focused on INSPIRE and NSDI in Montenegro and Božidar Pavićević from Real Estate Directorate presented current status of transposition of INSPIRE which is so far estimated around 35%. Furthermore, he informed the participants that Montenergro's Law on state survey and real estate cadastre establishes legal framework for NSDI. Even though the Government has not yet set up NSDI Council some major steps have been taken to establish it soon. Concluding part of the presentation was very illustrative and interesting, because Pavićević performed a live demonstration of how Montenegro's Geoportal works. Brankica Cmiljanović from Ministry of Sustainable Development and Tourism focused her presentation on INSPIRE directive in the process of European integration. Due to the fact that Ministry of Sustainable Development and Tourism is responsible for harmonization of Montenegrin legal system with acquis communautaire Chapter 27 - Environment, Ms Cmiljanović spoke about legislative, administrative and financial challenges that are present when implementing and enforcing acquis in Environmental sector.Miloš Matković from Statistical Office of Montenegro focused on INSPIRE Directive in the framework of the Chapter 18 - Statistics. In the end, he emphasised few important goals among which is to establish, in cooperation with Real estate Directorate, accurate address system and create the code for 22nd municipality - Petnjica. Second session focused on SDI Licensing and was coordinated by INSPIRATION's team Ivica Skender, Christian Ansorge and Clemens Konrad. It covered topics such as licensing templates provided by INSPIRE, Creative Commons Licenses, Open Data Initiative and Public Sector Information Directive. Furthermore, current results from the INSPIRATION Project were presented.
Second day consisted of three working sessions. First working session SDI Strategy and Legislation begun with two presentations, of Clemens Konrad and Marjana Zelić (SGA Croatia) who presented the NSDI laws with transposition of INSPIRE Directive. Afterwards, intensive and interesting discussion followed especially focused on Croatian NSDI Law as an example of a country from the region, which has recently joined the EU. Second working session, conducted by Ivan Aleksić concentrated on national legal and institutional study for Montenegro, as part of the Activity 1 of the INSPIRATION project. Study lacks some more detailed information; therefore, a questionnaire, introduced by Mirjana Ljumović, was distributed to the NSDI stakeholders. Last session run by Christian Ansorge was focused on the INSPIRE Brochure that is to be developed within the framework of the INSPIRATION project.
