Institutional setting
In April 2010, the Ministry of Innovation and ICT (Information and Communication Technology) was formed. The duties of this Ministry are development of Information Society, Telecommunication Sector, and Project “Digital Albania”.
In March 2010, Agency of Research of Technology and Innovation was founded. The duties of this Agency are to evaluate, finance and administer the programs and projects in the field of science, technology and innovation in Albania.
In April 2007, The National Agency of Information Society was established. The duties of this Agency are to apply politics and strategies for IT sector development, and to promote the investments in the field of IT.
In 2010, The National Territory Planning Agency was formed.
There is a new strategic document, Order Nr.29, date 07.03.2011 of Prime minister “On preparation of the policy document and legal frame for all the institutions that produce and work with geospatial data, with aim to implement the Directive 2007/02/CE “INSPIRE”, in Albania.
Land administration
- Law Nr. 10 119, date 23.4.2009: “Law on Territorial Planning”
- Decision of Government, 2010: “On Approval of Structure of Unified Standard for Geodesy and GIS”
- Decision of Government, 2010: “On Organisation and Functioning of Register of Territorial Planning”
- Law: “On Registration of Immovable Properties” is in Parliament hearing”. This law is expected to be approved in March 2012.
Spatial data infrastructure (SDI)
There is a new strategic document, Order Nr.29, date 07.03.2011 of Prime minister “On preparation of the policy document and legal frame for all the institutions that produce and work with geospatial data, with aim to implement the Directive 2007/02/CE “INSPIRE”, in Albania.
In October 2011 the Vision Document for Creation of National Spatial Data Infrastructure was prepared and approved. This document was put together by the Ministry of Innovation and ICT, in collaboration with institutions that product and use spatial data.

Expectations of the Beneficiary
- The coordination between public agencies that work with Spatial Data, for development of their projects using standards.
- Creation and establishment of new laws that can prepare Albania for the application of the INSPIRE Directive.
- Set up of spatial information exchange with neighbouring countries.
