2nd Workshop on National Level in Skopje, FYRO Macedonia

On 22nd and 23rd April 2013, two-day workshop was held in Skopje at M6 Training Center. First workshop day was opened by Slavče Trpeski director of Agency for Real Estate Cadastre (AREC) and INPIRATION project's team leader Fritz Kroiss after which detailed discussion on new Macedonian SDI law followed. Presentation was given by Sonja Dimova, assistant director of AREC, who thoroughly explained current situation and future challenges. Most importantly, in 3 years period spatial data should be digitized and in 5 years spatial data exchange will be fully ensured. Časlav Tošeski from the Ministry of Environment and Physical Planning, presented in details NSDI management aspects of the new Law. Interesting discussion afterwards opened topics like - responsibility for particular data themes, proposing sub-laws, ministries represented in the Council etc.

Second session "Needs of SDI education" presented by Vesna Posloncec Petric and Vanco Georgiev focused primarily on experiences from Croatia and Macedonia. Vanco Georgiev gave interesting overview of Macedonian current academic situation emphasizing needs for capacity building and education in the field of NSDI.

In the final session Vesna Posloncec Petric presented the National legislation recommendation report that is being done for every beneficiary country of the INSPIRATION project. Croatia was pioneer carrying out NSDI law first and due to its near EU membership, it had very strict timeline.

Christian Ansorge closed first day presenting current activities on the INSPIRE brochure focusing on specific national content that will be created independently by each of the beneficiary countries.

Second day began with topic - "Metadata - Initiative for Development". Sonja Dimova introduced the basics of spatial metadata concept and identified most difficult aspects of metadata. In the continuation SDI licensing was addressed through presentations on "Licensing under INSPIRE" and "Enforcement and implementation of licensing" by Ivica Skender, "Open data initiative" by Christian Ansorge and "Public sector information Directive" by Fritz Kroiss.

In the afternoon session, AREC and Ministry of Environment and Physical, Planning, winners of Ideas Competition presented the approach of implementing their mash up application. Clemens Konrad from Austrian Environmental Agency presented on access to environmental information in the context of INSPIRE and SEIS, while Ivica Skender gave perspective on business opportunities and risks in relation with INSPIRE. Fritz Kroiss closed the workshop emphasizing project INSPIRATION's latest results and approach for the remaining time of the project.
