6th Regional Conference on Cadastre and Spatial Data Infrastructure, Belgrade

 
The two - day Regional Conference on Cadastre and SDI in Belgrade is continuation of the good tradition of regional cooperation in the field of cadastre, i.e. Land Administration in the form of annual conferences organized in each of the countries of the region. This major event took place on 3rd and 4th June and it was attended by more than hundred participants.
 
Conference was opened by welcome addresses of Velimir Ilić, Minister of Construction and Urban Planning and Zoran Krejović, Director General of Republic Geodetic Authority of Serbia. Most of the programme for the first day focused on Eurogeographics with the presentations of Dave Lovell together with Patricia Sokacova  and Tomaž Petek. After introductory presentations, round table session followed where topics such as benefits of the membership, the European Location Framework project and importance of the members’ contribution to the pan-European products, were discussed. During the discussion participants showed great concern about high fees by EuroGeographics due to the low GDPs of the Western Balkans countries that are still largely wounded with crisis. Afternoon workshop session was dedicated to on EuroGeographics products and discussion.
 
First day programme was closed with the invitation to an informal event - visit to Sremski Karlovci. Participants had chance to visit The Museum of Beekeeping and Wine Cellar of Zivanovic Family and enjoy traditional dinner at Ethno House - Salas.
 
Second day started with presentation of the Regional study on cadastre and spatial data infrastructure, by its author Vukan Ogrizović, and it was followed with the Fritz Kroiss’s presentation of project’s activities, achievements and plans. Vlado Cetl, from Joint Research Centre, presented current status of INSPIRE implementation. Tomislav Ciceli gave an introduction to new NSDI law in Croatia that fully transposed INSPIRE Directive into Croatian legislation and Goce Gruevski presented E-cadastre and services in Macedonia. Gavin Adlington presented on Implementation of World Bank projects in Southeast Europe. Miljana Kuzmanović Kostić introduced the law on special conditions for registration of ownership of the objects built without a building permit in Serbia and with similar topic Danko Markovinović elaborated on Implementation of the law on the treatment of illegally constructed buildings in Croatia. Darko Mišković talked about Establishment of Real Estate Cadastre in the Republika Srpska with the support of international projects. Mirjana Ljumovic presented the Establishment of Real Estate Cadastre on part of not surveyed territory of the Montenegro. The morning session was closed with the round table on EULIS project as the topic.
 
In the afternoon session Elizabeta Dukadinovska spoke on digitalization of cadastral maps in Macedonia and “MAKedit” and Nedžad Pašalić presented Implementation of the software for real estate cadastre in BiH Federation. Roman Novšak elaborated on Quality and informatics improvement of cadastre in Slovenia and Ivan Georgiev presented result of the 5 years data analysis on Balkan geodynamics by permanent GNSS sites. The project Establishing a gravimetric networks in the Republic of Serbia was presented by Miroslav Starčević. Ivica Skender presented Regional geoportal pilot project, the foundation of the future regional INSPIRATION metadata geoportal. Presentation of Sanja Zekusic focused on implementation of the Integrated Land Administration System financed from IPA fund in Croatia. Director of the hosting institution of the Conference, Zoran Krejovic, closed the conference with pointing out main conclusions.
 

INSPIRATION Management Board Meeting

In the afternoon of 03 June 2013, INSPIRATION project’s Management Board Meeting, merged with the Project Team meeting, took place. Meeting discussed current and planned project’s activities, including potential project extension.
 
Third INSPIRATION Steering Committee Meeting 

Third  Steering Committee meeting of the INSPIRATION project followed after Management Board meeting.  Two European Commission representatives attended, Mr. Bernd Wild (DG Enlargement), and Mr. Vlado Cetl (JRC). The beneficiaries were represented by the chair and co-chair of the Project Management Board, Mr. Markovinović of SGA, Croatia and Mr. Trpeski of AREC, FYR Macedonia, while consultant team was represented by Ms. Astrid Lindenau, on behalf of project director, Mr. Conrad Hoyos, the team leader, Mr. Fritz Kroiss, and key expert Mr. Ivica Skender.  Since most of the issues were discussed during exhaustive Management Board Meeting, Steering Committee meeting could be kept short and confirmed conclusions of the MBM discussion.
