RDDL is implemented by the Department of Planning and Investment (DPI) on behalf of the People's Committee of Dak Lak Province (PPC). The German Ministry for Economic Cooperation and Development supports the project with technical assistance and has allocated € 2,500,000 for the three year period of the second phase from 2006-2008 and € 2,560,000 for phase I, which was implemented between 2003-2005. The funds are used to provide technical assistance in the fields of decentralised development planning, forest land allocation and community forestry, and upland agriculture. GTZ provides the technical assistance through a consortium of consultants lead by GFA Consulting Group. With regard to Forestry, Agriculture and specific concerns of ethnic minorities, RDDL cooperates closely with other relevant departments and organisations, i.e. the forestry and extension agencies of the Department for Agriculture and Rural Development (DARD), the Women Union (WU) and the Department for Ethnic Minorities (DEM).

DPI has put in place a Project Management Unit (PMU) lead by the Project Director who is Vice-Director DPI at the same time. The Project Coordinator from DPI as well as the Chief Technical Advisor (GTZ/GFA) are members in the PMU. The PMU reports to the Project Steering Committee (PSC) which is lead by the Vice-Chairman of the provincial People's Committee. The PSC has a total of nine regular members representing the relevant departments and decision makers plus 2 ex-officio members from the project:
