The decentralized development planning with its participatory village and commune planning as well their integration into the socio-economic development planning and budget allocation continues annually under the leadership of the districts people’s committees. Moreover, the planning approach has been introduced in three additional districts where RDDL organized trainings and intensive coaching. In total, village and commune development plans were prepared in all the 1764 villages of 141 communes and integrated into the 12 district development plans. The provincial department of planning and investment DPI assures, that training courses on decentralized, participatory development planning are an integral part of the regular professional trainings for the administrative staff at district- and province level on a rotating basis.
The provincial forestry department under DARD provided further financial means for 15 communes for the allocation of forest land. In the second phase of RDDL untill the end of 2008, a total of 10,640 ha were allocated (data for 2009 are not available yet.). Fifteen villages have developed forest management plans. The district forestry staff in the project districts have taken over the facilitation of these processes and started training staff in neighbouring districts. In order to test and demonstrate options for the new land owners on how to manage these allocated forests, the project supports the responsible authorities and villagers by implementing pilot projects in community forestry, esp. regarding benefit sharing. After the pilots in Tul and Cham villages in Ea H’leo district, Tul Village in Yang Mao Commune, Krong Bong District, had been selected for the second pilot implementation in 2008. After the Community Forest Management Planning and the elaboration of Forest Protection and Development Regulations und applying siliviculture guidelines, 401 trees have been marked for harvesting. Harvesting plans have been implemented in early 2009. Since then 132 trees have been harvested. After establishing log-lists and approval by Forest Protection Unit, Commune and District authorities have been preparing the timber auctioning and announcements on mass media in Dak Lak and the adjacent provinces. 410m³ were sold for VND 916.361.000, ( circa 50,000 USD) during an auction on 8 May 2009, where 6 companies participated from 4 provinces.
The provincial Agriculture Extension Center AEC now supports the province wide application of the seven tested models on upland farming, esp. with poor minority households. 8775 minority farmers replicated one or more of these models. The participatory agricultural extension method has become province standard and nearly all extension staff in the districts and communes had been trained and coached with the support of the project. The model of women saving and credit groups had been extended with the support of the Women’s Union to three districts outside the project area. Out of the total of 731 groups, 229 are founded by ethnic minority women and received also trainings in household economics. A solid link between WU, AES and the groups was established since most investments of the credits are in the field of agricultural income generation.
