RDDL supports an increased integration of ethnic minorities intor the economic development in Dak Lak Province through support in three components:
Component I: Decentralised Development Planning and Buget Allocation Component II: Forest Land Allocation and Community Forest Management (FLA / CFM) Component III: Upland Farming

RDDL introduces participatory village and commune development planning which is linked to the framework of district and province planning. Together with the district and commune administrations, the project develops and introduces mechanisms that enable the integration of development priorities of the villages and communes into the annual and 5-year Socio-Economic Development Plans (SEDP) at district level. They also help the relevant district sections to coordinate the allocation of public resources, e.g. land, investment and public services, more effeciently.
In cooperation with the forestry agencies under the Department of Agriculture & Rural Development (DARD), RDDL promotes the introduction of community forest management based on participatory procedures for land allocation, forest inventory and forest management planning. The project supports the involved agencies in the formulation and testing of financial and administrative mechanisms which are required for the institutional mainstreaming of the procedures and their province-wide application.
Together with the extension agencies under DARD and with participation of ethnic minority farmers, RDDL tests and disseminates suitable models for upland farming and animal husbandry. It introduces participatory extension approaches and supports an improved access to small-scale credits. In order to generate additional income opportunities, RDDL promotes linkages between production, processing and trade through the establishment of value chains and the Public-Private-Partnerships.
RDDL has a strong focus on capacity building and training of staff from local government and social organisations at all levels in the province. New or adapted procedures, guidelines, and models are tested in four target communes located in Lak and Ea H’Leo Districts.
