ESCO Pipeline Project in Serbia

GFA SEE supported GFA Consulting Group and Econoler for the implementation of the EBRD “ESCO Pipeline Project” in Serbia. This project was implemented on behalf of EBRD and in cooperation with the Ministry of Mining and Energy and the Energy Community Secretariat. They supported Serbia in reducing its energy consumption in the public sector through energy performance contracting (EnPC). This instrument enabled private sector investment in public sector energy efficiency leading to establish a market for energy service companies (ESCo). EnPC projects had been developed for public lighting, buildings and the water sector. The project was part of the EBRD Western Balkans Regional Energy Efficiency Program (REEP), which included technical assistance and the provision of financing instruments such as direct and indirect financing facilities for energy efficiency investments in the region.
