In the implementation strategy for the second phase of the SMNR-CV, the major emphasis is given to the integration of the innovative methods and models into the regular procedures of the relevant line departments (institutionalization) and their application by the target groups on a scale that covers all rural communes in the project area (roll-out). However, the intended impacts of the project also include an indicator cross-cutting all work areas, which specifically targets livelihood improvements in a number of selected pilot communes.
Cross-cutting Indicator:
In the pilot communes supported by the project, the percentage of households below the poverty line decreases annually by at least 4.5% (referring to data of DOLISA according to new poverty definition of 2006).
The project therefore regularly collects and analyses the poverty data provided by the provincial Department of Labor, Invalids and Social Affairs (DOLISA), as illustrated for the pilot communes with the most recent data.

Based on the Commune Development Plans of the pilot communes (see section Participatory Planning, SEDP) and based on the analysis of the poverty statistics, the SMNR-CV develops in close cooperation with the local people specifically targeted Community Development Programs for the pilot communes.
Target groups of these programs are in particular individual households which have slipped back into poverty after unexpected shocks (e.g. by sudden illness, accidents, etc) and which are identified by village heads and commune authorities for their willingness to improve their situation. Among these households, a needs assessment is carried out which is, however, limited to a number of support measures which are highly likely to generate additional income on the short term. Examples of such measure include the provision of seeds for improved varieties of vegetables, peanuts and other cash crops, or chicken raising, pig fattening and bee keeping. For practical reasons, the number of different measures in each commune is limited to those two measures with the highest priority among the target households. Before and during the implementation of any support, each measure is accompanied with technical training courses based on the “Participatory Agricultural Extension Method”, PAEM (see section Agricultural Extension).

As illustrated above, the impact of the Community Development Programs on poverty reduction greatly varies, depending on the specific conditions in each locality. For example, the communes of Dong Hoa, Duc Hoa and in particular Kim Hoa had a very good peanut harvest in 2008, while at the time of harvest the market price for peanuts was about double that of the previous year. The sharp reduction of poverty in these communes is therefore only to a small part attributable to the support by the SMNR-CV. On the other hand in Minh Hoa commune, poverty evenly slightly increased. As reported, this is mainly due to a long cold spell in early 2008 which destroyed a larger part of the winter rice and killed more animals than in the surrounding communes. The effect of the Community Development Program for Minh Hoa was to avoid an even higher increase in poverty. For the year 2009, a new round of Community Development Programs is being implemented which takes the specific local conditions into account and which over-proportionally supports the poorest communes.
