Several workshops have been conducted since technical cooperation (TC) started in February 2005.
June 2010 – O&M Refresher Training in Can Tho / Module 7
In 2008 and 2009, five O&M training modules were implemented in Vinh, Bac Ninh, Hai Duong, Can Tho, Soc Trang and Tra Vinh, using modern equipment and tools for O&M. The training Module 7 was conducted in June 2010 for Can Tho, serving as a “refresher” for O&M training modules 1.1 & 1.2, and focussing on long sewer pipelines with a length of more than 600 m, and diameters from DN600 up to DN1000.

March 2010 - Workshop on Introduction of waste water tariff in Soc Trang
In 17 March 2010, WWM (TC2) organized a workshop to introduce a tariff system to the participating provincial urban centers charging households, businesses and industries in the area for wastewater collection and treatment services. The introduction of wastewater tariffs is the principal condition of the FC loan agreement between KfW and the GoV and is a mandatory measure nation-wide since Decree 88/2007/ND-CP was promulgated by the prime minister of Vietnam in 2007 with the product as this report.
This report documents the results of a first stakeholder meeting held in Soc Trang city on March 17, 2010. The meeting served the objective to inform related stakeholders on local government level about the tariff proposal developed by Soc Trang UPWC and the WMP advisory team as well as to clarify questions and comments that were officially collected in written form prior to the meeting. After the presentation of the proposal, further stakeholder comments were collected and a timeline for next steps was agreed.

January 2010 – Decentralized Wastewater Treatment Workshop in Can Tho
Until know, TC Component 2 (WWM) provides capacity building services to local governments and public wastewater companies (WWC) in six provincial urban centers in Vietnam, including the cities of Bac Ninh, Hai Duong, Vinh, Can Tho, Soc Trang and Tra Vinh. The capacity building activities focus, amongst operational fields, such as financial, customer, asset and human resource management and community awareness raising, predominantly on the re-organization of the WWCs and the creation of favorable institutional framework conditions at local government level for fostering effective and efficient wastewater management.
Furthermore, the construction of demonstration plants and the raising of awareness among decision makers on decentralized wastewater treatment (DWWT) approaches for urban or semi-urban areas in the outskirts of cities that are not served by centralized wastewater collection and treatment systems is a major focus of the component.
As part of the project’s activities, WWM organized a Workshop on Decentralized Wastewater Treatment in Can Tho on January 18, 2010.

June 2008 – Workshop on ‘Review of Phase I and Orientation for Phase II of TC Component 2’
In June 2008, key decision-making stakeholders of TC Component 2 including delegates from the national as well as provincial governments, the participating wastewater companies, the German Development Cooperation and guests from the wastewater sector in Da Nang and Binh Duong gathered in in Da Nang City in order to conduct a review of progress, highlights and constraints of TC Phase I and to provide an outlook on TC Phase II.
Furthermore guest speakers from Da Nang and Binh Duong shared their experiences on the implementation of ODA wastewater projects and challenges in daily wastewater management works.
Besides presentations and discussions on above mentioned topics, newly installed wastewater treatment plants, financed by a Worldbank loan, were visited in Da Nang. The most outstanding attribute of the wastewater treatment plants in Da Nang are the low operational costs. Basically, the plants work like oversized septic tanks (covered anaerobic ponds), that need very low energy input, little operational personnel and maintenance efforts. In turn, the treatment effectiveness is comparably low, currently not meeting national effluent standards. Anyhow, the WB project has improved the city’s environmental hygiene conditions and cleanliness, which contributed to the fact that Da Nang is now acknowledged as one of the cleanest cities in Vietnam.
A major output of the workshop is the Project Planning Matrix (PPM) for phase II of TC Component 2. The PPM serves as the basis for results and activity planning in phase II and gives guidance for the project’s monitoring system for phase II, currently under construction. October 2007 – Stakeholder Meeting and Workshop on “Appraisal for Phase II of the TC-Component”
A GTZ mission responsible for the Project Progress Review (PPR) of the programme “Waste Water and Solid Waste Management in Provincial Urban Centres in Viet Nam” as well as for the appraisal of Phase II of the Technical Cooperation was conducted in Viet Nam from Sep-tember 28th to October 19th, 2007. Main elements of the GTZ mission took place in close coop-eration with a delegation of KfW (German Financial Cooperation) as well as with DED (German Development Service).
The main function of the Project Progress Review (PPR) was to learn from the experiences gained during the implementation of the evaluated programme. The lessons learned through the Programme Progress Review serve primarily to steer the programme and are particularly used in preparing the next phase.
The mission held working sessions with the responsible staff of the Ministry of Construction (MoC). As part of the empirical research, the team visited the waste water utilities and their respective local governments in Can Tho, Soc Trang, Tra Vinh, Bac Ninh and Hai Duong as well as the solid waste companies in Bac Ninh, Ha Dong and Son Tay. On October 12th and 13th, 2007, workshops were held with the candidate cities for the next phase, particularly Hung Yen, Lang Son, Hoa Binh (waste water) and Bac Ninh, Ha Dong and Son Tay (solid waste). May 2007 – Workshop on “Promoting Community Participation”
In order to improve the capacity of our partners in the six provinces to carry out community participation activities, the Workshop on Promoting Community Participation was organized at the Army Hotel, Hanoi, the 3rd and 4th of May. Representatives from the service providers as well as from the Women’s Unions and the Peoples Committees were taking part in the workshop.
Coaching was used to improve the participant’s knowledge and skills regarding community participation and various group discussions were carried out. Extensive exchange of opinions and ideas on the Vietnamese Grass Root Democracy Decree, which was promulgated in 2003, took place. Possible community participation activities including the identification of stakeholders and the role of the stakeholders involved, adequate methods and timing were, among others, discussed.
The report contains both the documentation of the coaching sessions and the results of the various group works.

December 2006 – Workshop on “Progress Review and Outlook for 2007”
This workshop was conducted on December 15th, 2006 at the Hilton Opera Hotel, Hanoi with 22 participants, including representatives from the six participating service providers and the Ministry of Construction (MoC). Presentations were followed by a review session and discussions on the past year’s project performance. The expectations and tentative activities for 2007 were discussed and documented. The report contains the results of the discussions.

November 2006 – Seminar on “Effects of Septic Tanks in Centralized Sewerage Systems”
The seminar on “Effects of Septic Tanks in Centralized Sewerage Systems” was carried out on November 3rd, 2006 in the Horison Hotel Hanoi with 54 participants, including representatives from Vietnamese wastewater service providers, donor organizations and consultants currently working on wastewater projects in Vietnam. A series of presentations were followed by a brainstorming session and discussions on the pros and cons of septic tanks within urban areas under the condition of centralized wastewater collection and treatment, focusing on ‘prevailing constraints’, ‘technical options’ and ‘economic & institutional aspects’. However, the audience could not reach a consensus on the need to abandon or to keep septic tanks in operation in combination with centralized wastewater discharge systems. The report provides the results of the brainstorming session.

December 2005 - Workshop on “Introduction to Corporate Development Planning (CDP)”
Two training workshops were organized to improve the understanding of the service providers’ managers regarding the purpose of a CDP. The first workshop was held in Hanoi on December 1st, 2005, including the representatives of the three service providers in the north and the center: Bac Ninh, Hai Duong, and Vinh. The second workshop was organized on December 7th and 8th, 2005 in Can Tho for the representatives of the three service providers from the south: Tra Vinh, Soc Trang, and Can Tho.
The main aim of these workshops was to provide the participants with a comprehensive overview of the objective and content of corporate development planning, including the methodology applied for the CDP preparation process. The emphasis in this context was put on capacity building for wastewater management, rather than the development of physical assets and facilities. Furthermore, work groups were formed to elaborate the participating service providers’ mission, vision and value statement as well as tentative strategic goals. The report contains all presentation materials and summarizes the results of discussions as well as the outcomes of the group work.

April & May 2005 - Workshop on “Operational Project Planning”
For establishing the initial Plan of Operation (PO) of the TA component two individual planning workshops were conducted on April 20th, 2005 and May 11th, 2005 respectively in the Army Hotel, Hanoi. The April workshop was focusing on the concerns of the provincial service providers, whereas the May workshop was addressing national aspects and interests. Following the presentation of the TA component concept, which is based on previous workshops conducted in 2003, information was exchanged about the status of works of the FC component (KfW) as well as a possible engagement of DED experts at provincial level. The May workshop concluded with an agreed Project Planning Matrix (PPM) presenting the objectives, expected results, planned activities and respective indicators. The report contains a summary of the workshop proceeds as well as the PPM and a tentative activity schedule.
