Baseline Survey Report

Mid 2008, TC component 2 commissioned the implementation of Community Baseline Surveys (BLS) in each of the six supported cities.

In order to support the Wastewater Management Companies in improving their services and in achieving gradual changes in community awareness and behaviour patterns, relevant reliable data are necessary for planning corresponding customer care and awareness raising activities.

In this connection, TC component 2 commissioned mid 2008 the implementation of Community Baseline Surveys (BLS) in each of the six supported cities. The main objectives of the surveys were to identify community environmental and health awareness levels, as well as the most effective means of communicating with the community environmental sanitation and project-related issues.

Following the collection process, the collected data have been thoroughly analyzed by applying statistical and qualitative methods. Main results of the BLS included:

- Interviewees’ awareness re the negative impact of improper wastewater and solid waste management on public health was found to be still rather low.

- Respondents consider face-to-face communication tools (such as home visits and ward meetings) together with certain mass media (predominantly TV) as most effective means of communicating with them environmental sanitation issues.

Based on the BLS results, companies’ Customer Care Units - with continued support from the community experts of TC component 2 - will be able to increase the effectiveness and efficiency of their awareness raising and public information activities.

Survey on Household wastewater connections and septic tanks

The WWM Project in cooperation with the service providers of Bac Ninh, Can Tho, Soc Trang and Tra Vinh conducted a survey on household connections to the sewer system, in order to have better understanding of the ratio of households connected to the KfW service area.

The actual ratios of households connected to the KfW system are: Bac Ninh (73%); Can Tho (52%); Soc Trang (64%) and Tra Vinh (55%). Assessment on the tertiary sewer system in the service area of KfW Financed Project - Vinh City

In cooperation with Vinh City Infrastructure Development & Management JSC an assessment of tertiary sewer at the KfW service area has been conducted during Sep. – Nov. 2008.

Findings from the assessment suggest that the tertiary sewer system within the KfW service area of Vinh City is in a rather poor state. To improve the tertiary sewer system, it is anticipated that some 31,000 meters need to be replaced and 6,000 meters rehabilitated. Estimated costs for the improvement of the tertiary network within the KfW Project service area is around Euro 7.8 million. The assessment report can be downloaded here.

          Institutional Assessment

          The objective of the institutional assessment is twofold: (a) gather and understand national laws, decrees and provincial regulations that are related to wastewater management, and (b) obtain a broad understanding of the service providers’ current status, organizational structure and conditions, financial and technical operations, efficiency, and compliance with Vietnamese regulations.

          The assessment provides a first tentative analysis on the following key aspects:

          • General company data

          • Financial management, customer tariffs and government subsidies

          • Community participation, customer relations, and external relations

          • Internal structures, management, administration, processes, regulations and ownership

          • Asset management, operations, maintenance, documentation and quality management

          • Human resource management

          The outcomes and recommendations of the institutional assessment are considered a vital contribution to the preparation of the companies’ Corporate Development Plans (CDPs).

          The institutional assessment was carried out in the form of individual interviews with the directors and heads of each department of the six participating service providers, based on a prepared questionnaire.
