Challenges

In an increasingly digital world, the effective management of public finances and development funds relies heavily on modern information systems. However, many organisations - particularly in developing or fragile contexts - struggle to digitise their financial operations and harness the potential of advanced technologies:

  • Outdated or fragmented systems: Many institutions still rely on manual or disconnected tools for accounting, budgeting, and reporting, leading to inefficiencies and delays.
  • Lack of real-time visibility: Without integrated IT systems, decision-makers lack timely insights into fund utilisation, which hampers monitoring, planning, and risk management.
  • Low data quality and integrity: Poor data infrastructure can result in inaccuracies, inconsistencies, and vulnerability to fraud - especially when multiple funding sources or sub-recipients are involved.
  • Limited capacity for digital transformation: Organisations often face a shortage of IT expertise and resistance to change, making it difficult to implement and sustain new technologies.
  • Underutilisation of emerging tools: The potential of artificial intelligence (AI) to detect anomalies, forecast trends, or optimise fund allocation remains largely untapped in public financial management
