Project description
The Turkish Ministry of Health wishes to strengthen the national cancer screening and cancer registry systems, with the overall goal of improving early detection and reducing cancer-related morbidity and mortality.The project focuses on upgrading and accrediting cancer registry centers, enhancing data quality and use, expanding mobile screening services, and increasing public and professional awareness of cancer screening—particularly among rural and disadvantaged populations. Key activities include institutional capacity building, large-scale training programs, data quality and cost-efficiency analyses, nationwide communication campaigns, and deployment of mobile screening units, alongside coordination with existing health structures. The project is expected to start late September and run for 3 years. The implementation will require multidisciplinary expertise spanning public health, oncology, epidemiology, health systems strengthening, data management, training, and communication to support implementation and ensure sustainable improvements in screening coverage and cancer surveillance across Turkey.
Job description
The Cancer Registry & Data Systems Expert will support the strengthening of cancer registry systems in Turkey, with a focus on enhancing the capacity and accreditation of Cancer Registry Centres (CRCs), improving data quality and comparability, and ensuring alignment with national and international standards.
- Support the assessment and strengthening of cancer registry systems at national and regional levels.
- Contribute to improving data completeness, quality, and comparability across Cancer Registry Centres.
- Assist in the implementation of data quality assurance procedures, including validation protocols, consistency checks, and data audits.
- Contribute to the analysis of cancer incidence, survival, and trends to support evidence-based planning and decision-making.
- Support the alignment of registry practices with international standards (e.g. IARC, ENCR).
- Contribute to the integration and interoperability of cancer registry systems with existing national health information systems.
- Support the development and delivery of training activities for registry staff, including on cancer registration practices and TNM/eTNM classification systems.
- Assist in the preparation of technical guidelines, tools, and reports related to cancer registry operations.
- Provide inputs to project deliverables, including technical reports and documentation.
- Liaise with relevant stakeholders, including registry staff and public health authorities, as required.
Qualifications
- University degree in public health, epidemiology, biostatistics, health informatics, or a related field. A Master or PhD in Biostatistics is an asset.
- Minimum of 5 years of relevant professional experience in population-based cancer registration, epidemiology, or health data systems.
- Experience with cancer registry software (e.g. CanReg4/CanReg5)
- Familiarity with international cancer registry standards (e.g. IARC, ENCR)
- Experience working with health data and basic data quality assurance methods.
- Familiarity with cancer classification systems (e.g., TNM) is an asset.
- Knowledge of cancer classification systems, including TNM/eTNM, is an asset.
- Experience in training or technical support activities is desirable.
- Experience in international or EU-funded projects is an advantage.
- Good analytical and communication skills.
- Fluency in English; knowledge of Turkish is an asset.
