Project description
The forthcoming project is funded under the European Union’s Equal Chances for Human Development (EC4HD) programme. Aim will be to strengthen national systems and improve integrated service delivery for young children (0–8 years) and adolescent girls across Zambia. The overall objective (Impact) to which this action contributes is to support the children of Zambia reaching their potential and to improve young female adolescent’s resilience and wellbeing by strengthening and enhancing the capacity of Government to provide and oversee equitable access to quality integrated services that target children and adolescents. Experts engaged in this assignment will be required to provide high-level technical support to the Government of Zambia—specifically the Ministry of Education (MoE), Ministry of Health (MoH), and the Ministry of Community Development and Social Services (MCDSS)—as well as collaborate with other line ministries and implementing partners (UNICEF, Marie Stopes Zambia, CARE Zambia).
Job description
The Key Expert 2, Early Childhood Development and Education Expert, will lead the ECDE portfolio, ensuring policy development, system strengthening, capacity building, curriculum support, multisectoral coordination, quality assurance, and data systems improvement within Zambia’s early childhood sector.
Qualifications
- Candidates must possess a minimum of a Masters' degree in education, early childhood development and or social sciences, or a bachelor in the same fields plus 10 years of relevant professional experience.
- Excellent knowledge of written and spoken English
- Minimum of 10 years’ experience working in the education sector, or related sectors to ECD (Early Childhood Development).
- Experience of working in the public sector, or in international organizations or in technical assistance projects funded by multilateral or bilateral development partners for at least 2 years.
- Minimum of six years’ experience of working in early childhood education projects.
- Experience in coordination and liaison between the Ministries of Education, Health and other Ministries responsible for ECD of at least 2 years.
- Experience in ECD policy development and institutional capacity strengthening and/or managing ECD multi-sectoral programmes is an advantage.
- Experience in Southern Africa is an advantage
