KE7: Expert for Grants and Procurement (Pillars 4, 5)
Project description
GFA Consulting Group is recruiting six Key Experts for a KfW-financed project, supporting the institutional development of Ukraine’s recovery-financing architecture. It will support the National Development Institution of Ukraine in strengthening its institutional systems and preparing for the European Commission’s Pillar Assessment. The assignment will cover all nine EU Pillars relevant to the implementation of EU funds under indirect management.
Job description
The expert will contribute to the initial assessment, preparation of the implementation concept, development and implementation of institutional policies and procedures, staff training, audit preparation, support during the Pillar Assessment audit and implementation of any resulting recommendations.
Qualifications
Master’s degree or higher in law, economics, finance, public administration or a related discipline;
At least 7 years of professional experience in grant management and/or procurement in the context of EU-funded programmes, international financial institutions or major donor-funded projects;
Sound knowledge of the EU Financial Regulation and the requirements applicable to grants and procurement;
Experience in developing grant and procurement procedures, operational manuals, internal regulations, tender documents and control frameworks;
Experience covering the full grant or procurement cycle, including planning, selection, contracting, implementation, monitoring and closeout;
Experience with an EU Pillar Assessment or a comparable international compliance audit is strongly preferred;
Relevant professional certification is an advantage.
