Project description

This technical assistance project supports Montenegro’s preparation for effective use of EU IPA III and future ESF+ funds in employment and social inclusion. It strengthens national systems via institutional capacity building, legal framework development, Youth Guarantee implementation, social entrepreneurship strategy, project pipeline support, and MIS design, aligned with EU standards. The work supports key ministries, agencies, and stakeholders across Montenegro.

Qualifications

Qualifications and skills

  • University degree (where a degree has been awarded on completion of four years’ study in a university or equivalent institution), or at least 5 years of relevant professional experience on top of the general professional experience required below;
  • Proficient knowledge of English;
  • Computer literacy (MS Office applications);
  • Knowledge of local language will be considered an advantage.
General professional experience
  • At least 5, but preferably at least 7 years of professional working experience related to labour market policies.
Specific professional experience
  • Work experience in providing consulting services to national administration/s in EU member states, candidate or potential candidate countries in the last 5 years, preferably in the area of employment;
  • Experience in drafting and/or implementing national labour market policies, co-financed by the ESF/ESF+);
  • Experience in monitoring the implementation of strategic documents and national employment policies.
