The EU for Ukraine Advisory Programme, a EUR 100 million dedicated technical assistance package funded by the European Investment Bank (EIB). The purpose of the Programme is to enable investments for the recovery and reconstruction of Ukraine, as well as the economic resilience of both Ukraine and Moldova, in line with the Bank’s intervention strategy.

Job description

In response to the needs of the EIB Investment Team engaged in Ukraine and Moldova operations, the PMS is recruiting a non-key expert to offer comprehensive support to Loan Officers managing Moldova files.

The NKE will perform the following tasks:

  • Provide support to the appraisal team in drafting lending proposals, as well as proposals for grants and technical assistance.
  • Drafting of internal notes to the management, internal reports, terms of references, cooperation agreements, letters, and other bank templates related to projects or portfolios.
  • Coordinate and consolidate feedback from relevant EIB services on drafted documents and reports.
  • Support the project team with ad-hoc tasks in the disbursement process.
  • Support in preparing presentations, meetings, events and field missions related either to projects or to portfolios.
  • Support in visibility, communication and business development related activities.
  • Support in preparing and/or delivery of trainings or capacity building to Moldovan Promoters, central or local level governmental institutions.
  • Support in preparing reporting to EIB and to Donors or statistical data on portfolio, pipeline operations, approved grants also using the EIB information systems for loan, grant and TA operations.
  • Tasks will include but not limited to ad hoc support to the Loan Officer(s) working on Moldova files.
  • The expert may be requested to carry out additional tasks, as deemed necessary by the UKIT team to facilitate preparation and implementation of loan, grant and TA operations.


Qualifications

  • Master's degree (or equivalent; or bachelor's degree or equivalent, in case of demonstrated, extensive relevant experience) in Economy, Law, Engineering, Public Management or International Relations related sciences
  • Two years of professional experience
  • Proven experience working with multi-cultural and multi-sector teams
  • Professional fluency in English language is essential and working pro-ficiency of Romanian would be an asset
  • Excellent drafting skills
  • Understanding of EU policies, and the political & operational frame-work in which the EIB operates
  • Proven track record to deliver quality outputs and meet deadlines
  • Professional experience in the banking or financial services sectors.
  • Experience in preparation or implementation of investment projects for IFIs or international donors would be an asset.
  • Relevant experience in Moldova would be an asset.
