Project description

The programme “Improved Service Delivery for Citizens II in Cambodia” (ISD III) constitutes a Multi-Donor Initiative (MDI), jointly financed by Germany, Switzerland and Luxembourg, with the objective of granting the population in selected partner provinces of Cambodia improved access to inclusive, climate sensitive and digital services of districts and municipalities (DMs). Important partner institutions are the councils and administrations of selected DMs as well as those at the provincial level in four partner provinces. The political partner is the NCDD-S (National Committee for Sub-National Democratic Development Secretariat). In this frame GIZ is seeking a contractor for the supply and management of short-term expert services and a long-term international senior advisor, to support the implementation of the five ISD II output-areas (mainly innovations in service delivery, development and budget planning, accountability and citizen participation).

Job description

The Key Expert 1 / Pool Manager plays a key role in the mobilisation of demand-driven technical assistance for improved subnational service delivery and decentralisation reform via flexible Pools of Short-term Expert. She/he leads the administrative and managerial aspects related to the implementation of the assignments of international and national short-term experts. She/he reports to the GIZ Head of Project. She/he closely collaborates in the steering and implementation with Key Expert 2 in Siem Reap (who takes over the technical advisory leadership) and is supported by backstopping personnel at GFA's Headquarters.

Qualifications

  • University degree (e.g. Master’s or German Diplom) in Public Administration, Political Science, Development Studies, Economics, Social Sciences, Human Resources/Management, or another sector-relevant discipline.
  • Knowledge of English, C1-level and Knowledge of Khmer, C2-level in the Common European Framework of Reference for Languages.
  • 10 years of professional experience in project management in the field of local governance/local development/public administration and/or service delivery.
  • 5 years of experience in expert mobilisation / roster (pool) management, acquired within the last 10 years
  • 3 years of management experience in projects/organisations with disciplinary responsibility for 5 people or more and an annual budget responsibility for EUR 250,000 or more
  • 7 years of professional experience in Cambodia (South-Eastern Asia), including demonstrated network with relevant national stakeholders in the field of decentralisation reform (e.g. government, CSOs, training providers, consultants).
  • 5 years of experience in development cooperation projects/programmes (e.g. GIZ, UN, IFIs, bilateral agencies, INGOs), acquired within the last 10 years.
  • Others: Demonstrated experience in results-based reporting and basic financial/contract management
