Project description

The forthcoming project is  funded under the European Union’s Equal Chances for Human Development (EC4HD) programme. Aim will be to strengthen national systems and improve integrated service delivery for young children (0–8 years) and adolescent girls across Zambia. The overall objective (Impact) to which this action contributes is to support the children of Zambia reaching their potential and to improve young female adolescent’s resilience and wellbeing by strengthening and enhancing the capacity of Government to provide and oversee equitable access to quality integrated services that target children and adolescents. Experts engaged in this assignment will be required to provide high-level technical support to the Government of Zambia—specifically the Ministry of Education (MoE), Ministry of Health (MoH), and the Ministry of Community Development and Social Services (MCDSS)—as well as collaborate with other line ministries and implementing partners (UNICEF, Marie Stopes Zambia, CARE Zambia).

Job description

Key Expert 1 serves as Senior Welfare Advisor and leads the project’s technical work in social welfare while coordinating health-related activities across ministries and with non-key experts. The expert will strengthen national and sub-national capacity in child protection, including responses to VAC and SGBV; provide training and mentorship to government and CSO partners; and support institutional development and multi-sectoral coordination between the Ministries of Community Development and Social Services, Health, and Education. KE1 will guide programme implementation, ensure coherence of welfare and health outputs, manage interactions with multiple stakeholders, and contribute to adolescent health, mental health, and integrated service delivery improvements.

Qualifications

  • Candidates  must possess a minimum of a Masters' degree in social sciences, cooperation and development studies, institutional development, public sector development or a relevant, directly related discipline equivalent, or a Bachelor Degree and a minimum of 10 years of relevant work experience. Furthermore:

  • Experience in capacity strengthening in protection from and response to VAC (violence against children) and SGBV (sexual and gender-based violence)  to national ministries and/or CSO for at least 6 years.
  • Experience in training on VAC for at least 2 years in welfare projects or relevant projects with a focus on protection or qualified training establishments.
  • Experience in training on SGBV in welfare projects or relevant projects with a focus on protection or qualified training establishments is an advantage.
  • Experience in health is an advantage.
  • Team management experience for at least 2 years.
  • Experience of at least 2 years related to institutional capacity strengthening and/or multisectoral coordination and liaison between the Ministries of welfare/social development and other different national level ministries and/or different sectors.
  • Experience in managing and/or coordinating multi-sectoral programmes.
  • Experience in mental health is an advantage.
  • Experience in Southern Africa is an advantage.
  • Experience in adolescents’ health is an advantage.
